Bulgaria Holds Top-10 Property Spot for 3rd Quarter

Bulgaria remains in the Top 10 rankings of the most preferred property destinations on the British market, acoording to the quarterly report for October from The Move Channel.

Although the actual level of interest in the Bulgarian property market on the part of British buyers decreased slightly in October, its share was 2.77% of all enquiries made to the site, which puts Bulgaria in 9th place.

In comparison, Bulgaria ranked seventh with 3.3% of all enquiries in July when the country returned to the Top 10 after more than three years. The Bulgarian property market then boasted a sharp increase in the number of enquiries in September, when it ranked sixth with 5% of all enquiries.

The October report shows that with just over 18% of all enquiries, Spain continues to be the most attractive foreign property destination for Brits, followed by the USA, France, Portugal and Italy.

More Rural Property Sales Signal Return to Rising Prices

Property experts, Bulgarian Properties, report that the number of rural property sales in the third quarter of 2011 remains the same as in the previous two quarters of the year, so there is no significant change in this market sector.

The only difference is in the average price of the concluded deals which in the last three months is just over 20000 Euro while in the first and second quarters of the year it was between 16000 and 17000 Euro. The difference in the prices comes from an increased number of deals with higher quality rural homes that are ready to live in right after purchase.

These properties are generally priced between 15000 and 45000 Euro and located near to the sea resorts of Bourgas and Varna or close to the big cities of Plovdiv, Stara Zagora and Veliko Tarnovo. The cheapest rural houses are in the area of Yambol and Elhovo where the average price is about 10000 Euro but there are also offers for as low as 5000 Euro.

As with holiday properties, the main buyers of rural houses are Russians. They look for houses that are furnished and ready to live in priced between 15000 and 40000 Euro, which also explains the higher prices of the rural properties sold in the last few months.

In contrast to a few years ago there is now a wide choice of quality rural houses at bargain prices. The sellers are mainly British, with some owners selling their properties at a loss after the market decline of the last 2 to 3 years.

Bulgarian Property Prices Reach Their Baseline

According to the popular TV programme 'A Place in the Sun', the cost of buying property in Bulgaria is getting cheaper, which is good news for Brits seeking a bargain holiday home in Bulgaria.

From the latest data released by Raiffeisen Real Estate, as featured on the programme, Bulgaria property prices continued to fall during the final quarter of last year, with prices in the capital Sofia dropping by 9.4 per cent year-on-year and by 5.2 per cent compared to the third quarter of 2010.

This is confirmed in the latest market analysis from Property Partners BG but Managing Partner, David Livingstone says, "The worst is behind us, prices have reached the bottom of the curve and there are signs that buyers are returning to the market, picking up bargains before prices increase again."

Although the residential property market in Bulgaria has received massive investment from both locals and foreigners over the past few years, property prices have fallen and transactions have slowed considerably since 2007, as a consequence of an oversupply of homes and the financial downturn in the economy. Overall, property prices have depreciated by around 60 per cent, which means that price levels are currently the lowest in Europe.

Investors Interested in Bulgarian Property for High Rewards

Buying property abroad could lead to high profits, it has been suggested by Founding director of Property Frontiers, Ray Withers, who believes that a number of people who traditionally buy commercial real estate in the UK are starting to look overseas.

"More and more investors are showing an interest in purchasing properties abroad for their high profit potential .." he said ".. and this could be because it is seen as a way of reaping reasonably high rewards".

In a recent report cited by CFG, Commercial Finance Group, Withers stated that investing in countries with economies that are recovering means that commercial property buyers are likely to earn a profit. He noted that this is especially the case in emerging markets.

Bulgaria and Montenegro were highlighted as places with particularly good opportunities, with Property Frontiers pointing out that investors could purchase a brand new holiday apartment in these locations from as little as £23,000.

Investors considering purchasing real estate abroad to use or to rent out to tenants were recently advised by Jonnie Irwin, presenter of "A Place in the Sun: Home or Away", to consider the market potential before signing any contract. Real estate agents are reporting that more and more Russian investors, whose primary focus has previously been towards villas and mid-to-high value properties situated along the Black Sea Coast, are now coming to Bulgaria with the intention of buying a second home in the country or living here permanently. It appears that many Russians are having a change of heart and direction when considering purchasing a new home in Bulgaria. Many have decided to take a look at what’s on offer away from the coastline and are now heading inland to find their dream home.

The condition and type of property that potential buyers are looking for is also changing. In addition to refurbished and furnished properties, which are always in demand, estate agents are now showing older rural and village properties in need of renovation to their Russian clients.

Bulgaria's Q2 Property Sales Rocket by 48%

Data from the Bulgarian National Registry shows that the number of completed property deals has increased by an amazing 48% in Q2 2011 compared with the same period in 2010.

The total of completed property deals in Bulgaria increased by 36% in the first half of 2011 and by more than 90% in Q2, compared with the first 3 months of the year.

EU Scheme to end Problems in Cross Border Property Deals

The EU parliament has announced the introduction of a pilot scheme - the Cross Border Electronic Conveyancing (CROBECO) - which promises to end the probems experienced by expats when buying property in Spain and other EU countries.

Describing the key components of the scheme, set up by the European Land Registry Association (ELRA) and funded by the EU, Diana Wallis MEP, highlighted that it will allow for the purchasing procedure to be settled in the buyer's home country. Property deals will be managed under the protective laws of that country and compensation to the buyer will be guaranteed for unknown restrictions and violation of the contract by the seller.

Currently being piloted in Holland and Spain, the CROBECO scheme means that a Dutch buyer of Spanish real estate can apply Dutch law to the contract and ask a Dutch court for compensation from the seller if he later finds out there are unknown public limitations, such as retrospective planning laws, affecting the property. Similar pilot schemes in other countries are expected later this year.

Diana Wallis MEP, a long-term campaigner for an EU-wide guarantee of legal certainty when buying overseas, said: "The EU has a role to play in helping to facilitate property deals across borders and at the very least in providing a framework of legal certainty. In practice, this means we must ensure that there is full access to information on the state of a property, the conditions attached to it and any other legal obligations or obstacles. This must go hand in hand with a transparent administration of the property deal and a quick and clear judicial process in case something goes wrong."

A spokeman for ELRA said: "The fact that the deed is processed in the buyer's own language by a conveyancer from their own country, will make the buyer feel that they are better legally protected and less reluctant to buy real estate in foreign countries."

The scheme is likely to be highly popular with property investors looking to snap up a bargain safely, as well as to countries such as Spain who are desperate to entice foreign buyers back into their housing market.

While applauding the principle and the intentions of the CROBECO scheme, though, there are a number of practical obstacles to it's implementation. As David Livingstone, CEO of MovetoBG.com points out, "At the immediate level, there are clear cost implications, here, for international legal services, translation and validation of information that will all have to be built into the purchase price. More importantly, though .." he continued ".. we need to understand how the scheme is actually going to reconcile the structural and constitutional differences between property purchase, title and ownership in different countries."

30% of Bulgarian Properties now Purchased by Foreigners

It has been recorded that the population of Bulgaria has dropped by nearly 600,000 in the last 10 years. This has not however, slowed down the demand for property in the country. Far from it in fact, as many foreigners are now investing in the country. The rise in foreign investors and decline in Bulgarian population means that the property market is being mainly supported by the investments and demands of foreigners.

Recovering from the global recession more quickly than most of its European neighbours, Bulgaria is fast re-discovering its reputation as a property hotspot. For anyone seeking a low-cost holiday home or considering a permanent lifestyle shift, this is the place to be and, if you are planning a move to Bulgaria, it may well be that your neighbours or nearby residents will be non-natives.

More Positive Economic News - Airport Passengers Climb

Bulgaria's Sofia International Airport serviced 282694 passengers in April 2011, which is 13% more than the same period of 2009, when the previous record number of 250000 passengers were serviced.

April 2011 saw a 60000 increase year on year, which can be attributed partly to the Icelandic volcano crisis in the same month of 2010.

A total of 3863 planes were serviced by the airport in April 2011, which is a 14% increase compared with April 2010. A total of 1255 tons of cargo and post were handled during the month, which is also a 14% increase.

In April, it was revealed that Sofia International Airport registered a 3% increase of the number of serviced passengers in the first quarter of 2011, compared with the same period of 2010, which was a record year for the airport.

in light of these increased passenger numbers, perhaps the most interesting point is what is bringing all these people to Bulgaria - are they here on business, for a holiday, a property viewing trip - or are they part of the new wave of people considering Bulgaria as their new home? New cash payment law implemented with no problems

The long awaited law on the restriction of cash payments was finalised on 22nd February 2011 and officially came into force three days later.

Given the history of cash deals and under declared values in the property market, it was widely expected that the new law would be met with a degree of resistance and some difficulty in implementation. Somewhat surprisingly, though, the new payment regime seems to have become de facto practice very easily and very quickly. Asked whether the new law had affected property transactions, David Livingstone from Property Partners BG commented, "There have been no indications from any of our partners that the new payment rules have caused any difficulties. It's early days yet but, ultimately, the law will mean that sellers will price their properties more realistically, the legalities will be more transparent and buyers can be more confident about their purchase, all of which has to be good for the property market"

Under the new law the maximum amount which can be paid as a cash transaction is 15000 BGN, approximately 7700 Euro. If the sum is equal to or higher than 15000 BGN, or it is a payment of less than 15000 BGN but part of an agreement for a sum above 15000 BGN, it must now be paid with a bank transfer or through a bank account. The law also applies to payments under deals and agreements concluded before the law entered into force but not completed at the time of enforcement.

In terms of the sale and purchase of properties the new law removes the possibility of cash payments, cash deposits or full payments for properties whose price is equal to or above 15000 BGN. Payments of such sums must now be made only via a bank transfer. One of the main objectives behind this law is that it will lead to a considerable contraction of the grey economy and to a corresponding increase in revenues to the state budget because it will provide documented financial records for the correct calculation of taxes and VAT.

The law provides strict sanctions for cash payments made above the allowable limit. Upon a breach of the law, businesses or legal persons will be sanctioned with the amount of the full sum paid, while individuals or physical persons can be fined by up to 50% of the full sum paid under the deal.

A refurbished and fully furnished 3-bedroom house, for instance, just 17 kilometres inland from Burgas, is being marketed for €36500 by BulgarianProperties.com; among the renovated properties on the books of Premium Properties BG is a 2-storey house with a huge garden plot of some 3000 square metres priced at €28000; and Bulgarian Real Estate Online is offering a restored 9-room, 2-storey villa with garage and a fully fitted basement for just €30990.

This winter season 30% of sales along the southern Black Sea coast have been rural houses priced between €25000 and €40000, in very good condition, furnished and ready to live in - the main property buyers continue to be Bulgarians and Russians .." she notes ".. but in February British buyers started returning as they choose mostly the cheaper rural houses."

Residential Prices in Sofia down by 10% for Q1 2011

Residential property deals in the Bulgarian capital, Sofia, have seen price falls of around 10% in the first quarter of this year .. but this is in line with the general contraction of the market over the last two years.

Price levels of residential property in Sofia stood at an average at about 830 euro per sq metre in the first quarter of 2011, down from 930 euro in the last three months of the previous year, according to research from our property partner, Sofia based real estate agency, Bulgarian Properties.

Unit sales of residential properties in Sofia during the first three months of this year nearly doubled in comparison with the same period in 2010, a trend which stands in stark contrast with the slump in sales volume across the rest of the country. The majority of completed deals are in either the low-end or the luxury segments of the market.

Our partners are are particularly confident about the prospects of further construction in Sofia, commenting that the flow of internal migration from the countryside to the capital is set to continue, making the building of more residential properties a greater and greater necessity.

Everything changes - but some things stay the same ...

It is now some five years since we first heard the beguiling claim that property in Bulgaria could be bought for less than the price of a second hand car. Various attributions to the origin of this somewhat innovative sales-pitch have been bandied around for years - but the general consensus is that it was a genuine portrayal of the extremely low cost of rural and village houses in Bulgaria from Mihail Chobanov, MD of leading real estate agent, Bulgarian Properties

Brits Searching for Bargains in Bulgaria's Property Market

Bulgaria remains one of the more popular countries for overseas British buyers even though the number of online searches in February for Bulgarian Real Estate was slighly down on the previous month. Bulgaria has dropped just one spot to number fourteen in a new ranking of property markets which remain popular for foreign buyers, according to the latest figures from Rightmove Overseas and Moneycorp.

The Bulgarian market attracted 1.24% of the searches for properties abroad at Rightmove Overseas in February, down over January when enquiries soared by almost 53%.

In the February search tables, Spain continued to top the league, followed by France, the US and Australia. Germany, France, Italy and Ireland saw the biggest spikes, as prospective investors looked for bargains or sought to capitalise on the stability in Germany, according to Rightmove's Robin Wilson.

David Kerns, private client dealing manager at Moneycorp, said it is unsurprising that Germany is rising up the ranks of popular countries for Britons ... "the fact that Germany, with stable housing and jobs markets, is seen as a crutch for many of the other Eurozone countriesis is a strong draw for many people in the UK looking for prospects overseas." he explained.

At the other end of the scale, property markets that have fallen in countries such as Bulgaria, where house prices are now at their lowest for many years, are becoming attractive again for people looking for a bargain. Commenting on the recent Ten Year Review of the Property Market from Bulgarian Properties, MovetoBG.com has confirmed the finding from the report's author, Polina Stoikova, that the past two year's price falls in Bulgaria are now levelling out and that 2011 should be the year that the market moves from negative into positive territory.

Owning a second home abroad was once the preserve of the super-wealthy, but in the past decade a heady combination of TV property shows and cheap mortgages convinced an estimated half a million Britons to buy their own place in the sun. the overall value of UK-owned foreign property investments peaked at £58 billion in 2008, up from around £10 billion in 2000.

More recently, though, the global recession has brought about a double hit .. British investment demand for overseas properties dropped away and, at the same time, British owners of second homes have been selling up due to falling rental income and concerns about sterling and the UK economy. The number of Britons who put their properties in Bulgaria up for sale rose sharply in 2008 and 2009 but data for 2010 shows that these trends have bottomed out .. a pattern that is now confirmed by the latest Rightmove's Overseas Search report .

Five Key Points to pull from major Property Report

Marking the end of the first decade of the 21st century, leading real estate agent, Bulgarian Properties, have released their Ten Year Review of the Bulgarian Residential Real Estate Market.

This is a report of major significance that has been extensively researched and compiled by Bulgarian Properties Chief Operations Manager, Polina Stoikova, using data from the National Statistical Institute (NSI) and the Registry Agency. Starting from the basis that the state controlled property sector was localised, undervalued and undeveloped through the 1990s - and that there was no effective real estate market in Bulgaria before the turn of the century - her analysis takes us through a wealth of detailed findings, highlighting both annual and cumulative changes in terms of price, value, number of deals, building permits issued and volume of residential housing stock across the country and the main cities of Sofia, Varna, Plovdiv and Burgas.

It's certainly impressive stuff ... but what does it all actually mean to the family thinking of buying a property and moving to Bulgaria? The report is wide-ranging, detailed, accurate and positive ... but what clues can today's buyer glean from the graphs and statistics?

Well, we've done the sifting and sorting for you and, here, we identify the five key points embedded within the report - and for added interest we've included the relevant comparison figures for the UK market.

1. Property prices have increased by around 65% over the last decade.
Despite the impact of the global recession and the crash in property markets around the world, headline rates of price increases per square metre in excess of 250% have been recorded but, after allowing for inflation and regional variations, the average price increase of some 65% represents a continuing and consistent upward swing.
The comparable figure for the UK is 74%

2. Average annual growth in residential property values has been around 12%
Even though there has been a fall in value of some 30% over the past couple of years, long term owners in the Bulgarian property market have seen a substantial increase in the value of their investment. The average annual appreciation of countrywide property values over the past ten years is registered as 11.65%, which shows that even after the major falls in the last two years, investing in a residential property has been a sound investment for the long term.

3. The number of property sales has fallen by around 28% since 2005
Sales volume peaked in 2007 at just under 190,000, followed by two years of quite dramatic decreases. Taken over the five years for which statistics have been available, though, the number of concluded deals fell from 143,000 in 2005 to some 115,000 in 2010, an overall drop of around 28%.
The equivalent figure for the UK fall in property sales is higher at 35%.

4. The number of new building permits issued is around 40% down since 2005
It is generally accepted in the field of contemporary research in the real estate sector that, like sales volume, the number of annually issued residential building permits gives an early indication of future trends and is a good forecasting tool for growth and development in the market
A comparable fall of 38% was recorded in the UK market

5. All the graphs and forecasts follow the same trend curve
Possibly the most important point that can be drawn from the report is that if all the graphs and trend curves were laid one on top of the other, there would be very little divergence from a single, median path. While this demonstrates that the report's data analysis is both accurate and consistent, it also paints a crystal clear picture of exactly what has been happening in the real estate sector during the past decade.

In its most simple form this can be mapped out as ...
A relatively stable market from 2000 to 2003, then a rapid growth until mid-2007 in terms of prices, building activity, market development and property values. The defining market characteristic of the following two years was a sharp decline in new housing stock, sales volume and prices down to, or even slightly below, 2004 levels. The pattern for mid-2009 through to the end of 2010 is that these decreases in the core factors of the market, while still in the negative zone are, in fact, levelling off and beginning to turn positive again.

The report concludes by forecasting that this trend of coming out of the negative and returning towards positive territory will result in new market growth by the end of 2011, provided that there is continuing economic stability and development in the country.

In summary then, owning property in Bulgaria over the past few years has been a good overall investment. While the global downturn and local price falls over the past couple of years have caused some difficulties and distortion in the market, it appears that this phase is now coming to an end, so the recommendation is that now might be the right time to consider - or reconsider - buying in Bulgaria

Bulgaria property market upturn predicted from Q3 - 2010

Analysts within the Bulgarian property market are suggesting that Bulgaria property could be strong into the second half of 2011, depending on how the banks read and respond to the early signs of real estate rebound.

"The market depends on the banks' behaviour," said Tsvetelina Tasseva, manager of Address.

If the banks decide to cash in quickly on homes that were requisitioned from their owners, prices will experience another fall. If they don't, the availability of desirable homes on the market will be seriously limited," she said.

According to the consensus of opinion and analysis Bulgarian property fell in value by 30% in 2010. With real estate values retreating on all fronts across Bulgaria during the year, Varna, now the most expensive City still saw properties selling at around 1150 Leva per square metre. Sofia came in second with 1085 Leva per sq m, followed by Bourgas with 995 Leva per sq m.

According to analysts selling Bulgarian properties in the UK, 2011, is to be a good year for Bulgarian property in terms of rising foreign demand as well. Experts from companies like Azure Overseas, have said that the price drops are good for some Bulgarian municipalities, because they make the market more competitive with lower cost destinations.
